Would it take a civil servant longer to gain promotion than a governmental scholarship holder who is ever ready to comply?

'a need for a diminishing role for these authoritative figures in the civil sector while increasing the influence of peers and subordinates"

just feel like sharing something here,
in the japanese film, "the family game" that was directed by Yoshimitsu Morita in 1983, one of the scenes in the film depicts the private tutor hired by the family slapped the son>>Shigeyuki, a junior high school student. such scene is really a cultural shock for me since as a tutor myself for almost 3 years, any thoughts related to such action is certainlybsomething beyond my imagination.
i mean, as a student of local public school for the most part of my life, the education system in singapore somehow programmed my brian in a way that such action is just impossible,, as a tutor, i would never feel i have that kind of authority to carry out such action.

Why would the factors you pinpoint not apply in a big company like an MNC, which equally has a corporate hierarchy and figures of power?

Why do you claim that "the process of employee promotion in the Singapore civil sector [appears] to reward loyalty and obedience to an authoritative figure"?
